09 maxima is locked!

Help! when i try to start my 09 maxima the steering wheel is stuck and the brakes will not depress. when i try to start it the engine makes a weird noise and i am getting no where. Some one please help!!!!

can't picture out the problem... I find it weird. How old is your maxima? is that used car???
