86 pickup lights problem
 

one low beam lights the other one goes out. high beam the opposite happens the other side lights the other does not. seams to have power and good ground. the rear running lights and front running lights do not opperate. replace all bulbs. blinkers work fine. all fusses good. whats wrong.
