Failed emissions, any advice?
 
Just recently, I had an emissions test done as I just moved to GA from TX. Prior to testing my emissions, I gave it a full tune up air/oil filters, spark plugs etc. and it still failed. I am aware there may be a misfiring and/or a burnt valve to interfere with the readings but I do not know how to read these diagnostics.

Reading // Allowed
HC ppm 167 120 Fail
CO% .77 .67 Fail
NOx ppm 2239 848 Fail
RPM 1253 3000 Max
CO+CO2% 14.5 6.0 Min
Catalytic Converter = Previous Pass

Are there any measures I can take on my own, before I start to shell out "struggling college student money"?
