99 sentra brakes
 

i got a 99 sentra automatic and some times when i push on the brakes the tires lock up, and then other times i push on the brakes and its fine... brake fluid is good and brake pads are good. what could be causing it to so this? and is it still safe to drive it on the highway with this problem?
