Belt Tension
 

Here's the deal. My girlfriend scares me when it comes to car maintenance. She has a 98 Sentra GXE and barely knows what a belt is. Well, her power steering and a/c went out at the same time. I check the belts. That belt is completely missing and the other belt is barely a 1/4 in wide. Scary huh? Well I've got new belts and a Haynes repair manual. I've loosened the tension bolts, but neither of the belts will still go on. The bolt for the a/c belt is all the way out to the point if it turns another 1/2 turn it will fall to the ground. The other bolt for the top is completely loose and wobbling around but the pulley doesn't seem to be moving at all. Any suggestions at all????? Completely at a loss for what to do next without prying the belts on which is definitly a bad idea.
