Belgian traffic signs

spotted this a year ago once on the road found it beck on the internet it seas (Jep it also counts for outher collors)

I thought the sign was international [&:] it means that the red car needs to stay behind the black car and cant go past it and the yellow sign seas that it counts for outher collors too
