Fan is always on upton starting the vehicle

Fan is always on upton starting the vehicle
This issue was noticed yesterday...The fan stays on when ever the I start the engine.
The fan control is off but the Fan is on.
When I turn the AC on..ac works....But the Fan always on high..I can't reduce or increase the fan speed..
I also notice the Temperature control goes up slightly..(it normally stays close to the "C" mark..it goes sometimes to the half way mark between "C" and "H"
I can drive the vehicle..but Fan is always on...
Whats seems to be the issue? Any ideas?
