Did an engine and trans swap , now it will not crank . Turn the key and the fuel pump kicks in and there is a buzzing sound coming from the trans. Headlights do not dim when I try to start it. Don't know if it matters but I have not installed the axles or put fluid in the trans. What do I check first?

 

Starter relay is good, no power to the small black wire on the starter. changed the neutral safety switch, starter will spin if I put 12 volts directly to it , any ideas ?
