Moisture in Passenger-side Fog Light Enclosure

The halogen bulb in the passenger-side fog light of my 2018 Altima was out. Upon closer inspection, approximately 3/4" of water had collected at the bottom of the enclosure. When I removed the bulb, I found it was broken. I assume the bulb blew out when water splashed on the lit bulb.
When I removed the two bulbs from the fog light enclosure, they seemed to be seated properly. I did a water leak test and the lens seems well attached to the enclosure and the lens is not cracked.
1. Has anyone else had similar problems in either the driver- or passenger-side fog lights?
2. Does anyone have any idea how the water may have collected in the enclosure?
