Just replaced the cabin side Valve Rocker Cover Gasket on my Nissan Maxima A33 2000.

The bolts have a rubber washer with a metal plate on top. There is also a small metal type cylinder (maybe 8mm long) that sits between the bolt and the base of the head.

It sort of looks like this is there to stop the bolts from being tightened too much ??

My question is should I tighten the bolts as far as they can go, or just tighten them "enough" ?
