The blower only works on the highest setting. I changed the switch and the relay but no help. Anyone have any ideas?

 

Yep, the blower resister is bad, VERY common, and most dealers have them in stock, If you have a probolem finding one, give me a hollar, and I will sell you one...
The switch VERY rarely ever goes bad, 90% of the time it is the Blower Resistor that goes bad or as Nissan calls it:
resistance electric

if its like my 01, its near the motor and held in by two phillips head screws. Its a card. I think they are about 75 dollars at the dealer.
