Default Positive battery cable clamp problem.

I'm working on a 2006 Quest my daughter just acquired, and the positive battery cable clamp is worn out. The bolt that tightens it down to the post won't tighten it up enough anymore, so I bought another one and want to change it out, but the bolt that holds the old clamp to the plastic deal with all the wires and a fuse is rusted tight. It looks like it may have had some sort of white lock tight put on it previously. Anyway, I've tried PB BLaster and Aero Kroil, but it's still not breaking loose. I've tried to hold it with pliers while I bust it loose, but it's started to twist the old clamp and I don't want to break it. And I especially don't want to damage that cluster of plastic and wires it's connected to. Personally, I think these cheap, crappy clamps are a joke, but regardless, I'm stuck having to figure this one out.

Has anybody else had this problem? If so, how'd you finally get the fastening bolt to break loose? Thanks for any and all ideas or comments.
