Have you checked the cancel switch? Not only the switch but with my car it is missing the little rubber grommet/ stopper that goes into the flange on the brake pedal arm. It is right next to the brake light switch. I discovered this is why my cruise control hasn't been working when the rubber grommet for the brake light switch just disintegrated and I woke up to a dead battery from my light being on all night. My temporary fix of duct taping a piece of cardboard over that flange fixed my cruise control as well. Until I got the grommet for my brakes and not for the cruise control which now does not work.

Got the grommet from Napa for about 6 dollars but might be cheaper away from Hawaii.

Otherwise it is a electrical problem somewhere could be the control unit, or maybe just a short in the wiring somewhere.

Also I found this "Flashing set light means there is a actual code set into the automatic speed control device. either the speed sensor for ASCD or cancel set switch at the steering wheel or the sprial cable or the ASCD brake switch."

Good luck
