Default '97 max, troubleshooting, possibly starter?

Im haven an issue with my maxima, when I go to start it, it acts like the battery is dead, but when I test the battery and the alternator, nothing shows up wrong, and I took out the battery and its fully charged. Im considing it being the starter, but I don't know as much as I should about my car. Any help would be great on this, Thanks.

If no click, possibly inhibit/ECU cont relay. If click is heard at starter, either cabling/ oxidation and/or starter brushes/solenoid worn out
